Assistance to Faculty Applying for Training Grants

Rackham provides funding to help cover tuition and health insurance shortfalls for Rackham students supported by training grants. As of January 1, 2008, this funding will help cover dental insurance.

Rackham also works with faculty PIs to help develop strategies that meet federal requirements for participation of underrepresented students on training grants, and to ensure a diverse pool of students who can be considered for trainee appointments. For sample language that should be included in proposals, PIs should contact John Godfrey (4-8221).

Procedures for Authorizing Shortfall Funding

Rackham reviews the text of the proposal (particularly discussions of recruitment and diversity) and the traineeship budget and signs the PAF before the PI submits these to DRDA.

At least seven business days before the DRDA submission deadline, the project PI or administrative support person e-mails (to rackhamtraininggrant@umich.edu) as .pdf files:

  • the PAF,
  • the short description of the proposed training program, and
  • the projected traineeship budget that for each year shows:
    • the number of requested traineeships;
    • tuition estimates that reflect the expected academic level (i.e., predoctoral or candidacy awards) and residency status; and
    • anticipated health and dental insurance coverage type (i.e., 1-person, 2-person, or family).

While the actual number of traineeships and shortfall amounts may vary from these projections, the budget should provide a reasonable estimate of the anticipated shortfall amount for the entire grant period. Use the Shortfall Request spreadsheet to help estimate the anticipated shortfall amount.

Generally, Rackham provides half the tuition and health insurance shortfall for a research traineeship awarded to a student enrolled in a Rackham doctoral program, with the balance committed by the home unit of the student or other source of funding. For a student enrolled in a Rackham Interdepartmental Degree Program, Rackham contributes 75% of the tuition and health insurance shortfall. As of January 1, 2008, these formulas will include dental insurance at the Option 1 level. The shortfall calculation should follow the appropriate formula of the federal funding agency. These commitments allow DRDA to certify that the University will meet funding requirements.

  • Rackham provides a letter of endorsement and funding support from the Dean.
  • Rackham also indicates the shortfall commitment on the PAF. Please note that this commitment should not be shown as direct cost-sharing. The letter and signed PAF are transmitted to the PI or administrative contact person, to be submitted to DRDA with the completed proposal.
  • The administrator forwards to Rackham a copy of the signed PAF and final proposal, without biographical sketches and tables.

Administrative Management of Research Traineeship Awards

Training grant administrators should request shortfall transfers for actual incurred expenses at the end of each fiscal year. Shortfall transfer requests should include student information for each award made in the year that is ending. Shortfalls based on future encumbered expenses are not allowable. A spreadsheet with the required information may be downloaded here. Completed spreadsheets should be included with transfer requests, and e-mailed to rackhamtraininggrant@umich.edu.
